JW has over 30 years experience in water, watersheds, irrigation technology, erosion and sediment control, water delivery systems, and site restoration. Starting with field experience in the U.S. Army Engineers and then the United States Department of Agriculture Soil Conservation Service, JW was consulting on water and its impact on soil long before most people ever heard of a "BMP".
From preparing Environmental Impact Statements for the Bureau of Reclamation, to advising national builders on the most effective BMP to meet the strictest erosion control standards, he is knowledgeable from both perspectives - enforcement and compliance.
JW brings years of experience teaching outdoors, in classrooms, seminars and trade shows, from British Columbia, Canada, to Chile, South America to your local business. He believes training people - your employees and your subs - to understand stormwater management is a great place to start your compliance.
Many people can install silt fence. Far fewer people can recommend effective - and cost efficient - alternatives to keep your soil where it belongs - on site - and pollutants out of our water. Having also sold erosion control products for the largest distributor on the West Coast, JW knows which products work - and which don't.
An effective trainer - including for the California Department of Transporation, the Building Industry Association, and local Texas Cities - JW also insists on ongoing training for all his own company representatives.

With over twenty years in the real estate industry, Rebecca has extensive experience in the sale, acquisition, and development of property. A licensed attorney in Washington and California, she has counseled developers in dealing with cities, and counseled cities in dealing with developers, giving her a unique (and sometimes amusing) perspective.
As a negotiator, she has proven to be particularly effective in dealing with municipalities. As an attorney, she is a stickler for detail, and an adherent to jurisdictional code.
At the same time, she has an understanding of and empathy for, time constraints and the necessity of deliveries.
Having recently returned to her beloved home state of Texas, Rebecca now ensures that SECA is ever mindful of the multi-jurisdictional issues of stormwater - federal, state, regional, and local - in all it does, and oversees its commitment to compliance.
